State of the Race: Why Cait Conley is Best Positioned to Beat Mike Lawler

Overview: Cait Conley’s challenge of Mike Lawler in NY-17 is shaping up to be one of the most competitive races in the country and crucial for Democrats to take back the House majority.

  • In 2024, NY-17 was one of only three districts in America that split the ticket for Kamala Harris and a Republican member of Congress.
    • Kamala Harris (50.37%) / Donald Trump (49.63%)
    • Mike Lawler (52.16%) / Mondaire Jones (45.85%)
  • Inside Elections has rated it a “toss-up” for 2026.
  • The DCCC put NY-17 on its list of races that will determine the House Majority.
  • The Cook Political Report rated it was one of the most competitive House districts.
  • And the House Majority PAC has NY-17 as a top target.

About Cait: Cait Conley is a fourth-generation Hudson Valley native, a 16-year Army combat veteran, and a former national security official who has spent her life serving this country. After 9/11, Cait answered the call to serve and became the first in her working-class family to graduate from college — attending West Point and deploying on six overseas tours including combat zones like Iraq and Afghanistan. She was among the first women officers to serve on the tactical side of a Special Operations unit, leading high-stakes missions in places like North Africa, Iraq, Syria, and Yemen to take down terrorists and protect American lives. Cait later served as Director for Counterterrorism at the National Security Council and advised the Cybersecurity and Infrastructure Security Agency (CISA) to safeguard our nation’s critical infrastructure and led the U.S. election security mission in 2024. Now, Cait is running for Congress in the community that raised her — to take on corrupt career politicians like Mike Lawler, lower costs for working families, and bring courage, accountability, and real leadership back to Washington.

The Democratic Primary Field: The NY-17 Democratic primary is crowded, with seven candidates in the race – but Cait Conley stands apart. She is the only candidate in this race who is a veteran, has shaped and implemented America’s national security strategy, and helped draft and pass national legislation. And she’s the only candidate who was born and raised in a working-class family here in the Hudson Valley. Cait understands the challenges families across the district are facing because she’s actually lived them. While others bring political aspirations and conventional resumes,  Cait brings something different: battle-tested leadership, real federal policy-making experience, and a deep-rooted commitment to fighting for her home.

Mike Lawler: Mike Lawler is a career GOP operative and a MAGA wolf in moderate sheep’s clothing who is soft pedaling extremist policies and voting for laws that actively harm his constituents. He sold out NY-17 by voting for the GOP Budget, which will take away healthcare from tens of thousands of people in the district, make the SALT cap that raises taxes on New York families permanent, and raise energy prices — all to give his billionaire donors a tax cut. He’s voted more than two dozen times to restrict abortion access. People in the Hudson Valley have had enough of Lawler’s weak leadership, and they’ve been showing up at his town halls to give him a piece of their mind. Faced with this backlash, Lawler tried to run away from his own constituents and climb the political ladder by running for governor, but President Trump said no — and Lawler always listens to his DC bosses.

Path to Victory: Cait Conley is the strongest, most credible Democratic contender to defeat Mike Lawler and flip NY-17 in 2026. With Democrats at 42% of the electorate and Republicans and Unaffiliated/Independents making up 28% respectively, this race can’t be won on democratic base turnout alone. Victory will require persuading swing voters in every county, not just turning out the base in one. Cait is the only candidate in the field with the background and profile to do that. She’s a 16-year Army combat veteran with multiple combat tours and three bronze stars, a national security leader, and the only working-class candidate from the Hudson Valley. Her outsider status and service record make her uniquely compelling to moderates, unaffiliated voters, and even Republicans in the district. Her authenticity and proven service to this nation fighting for ALL Americans will help make the case for choosing the person, Cait, over political party.

In just her first 100 days in the race, Cait raised over $815,000 — more than any other Democrat in that period. She led Q2 fundraising among non–self-funding candidates with over $480,000, and her launch set a record for first-time candidates in NY-17. Her early strength has already earned her major national endorsements from VoteVets, The Next 50, New Politics, and Majority Democrats, critical networks that will bring national resources into the district to match the dark money flooding in for Lawler. Cait’s spent her life fighting for this country and now she’s fighting for NY-17. She’s built the momentum, has the profile to win swing voters and primary voters alike, and is ready to finally flip NY-17.
